Dear Petroleum Station Dealers Nationwide,
We are pleased to inform you that PDAM, together with our counterparts from PESAMP, has successfully secured a meeting with the top management of the Ministry of Finance (MOF) to discuss the upcoming implementation of the targeted subsidy program for RON95 fuel, expected to roll out in the second half of 2025.
This engagement is a crucial milestone in ensuring that the voice of fuel retailers is heard and our concerns are addressed before the policy is finalized and implemented. The meeting has been made possible through the support and facilitation of our industry partner, PETRONAS Dagangan Berhad (PDB), who has acknowledged the urgency and legitimacy of the issues raised by PDAM and PESAMP.
Based on our observations from media reports and selected pilot sites, PDAM will be highlighting the following critical concerns during the meeting:
Capital Injection Needs: Anticipated higher purchase costs for RON95 will require dealers to inject more capital, as we will be selling at a lower subsidized rate to an estimated 85% of our customer base.
Reimbursement Risk: The shift of reimbursement responsibility from Oil Companies to a third-party or government-appointed entity raises concerns on timeliness. Delays could severely impact dealers’ cash flow and disrupt fuel supply continuity—especially since the reimbursing party may not share the same vested interest in ensuring retail fuel stability.
Reconciliation Process: PDAM seeks to be actively involved in the development of the merchant/reimbursement portal to ensure reconciliation is transparent, accurate, and guided by a fair SOP. A clear dispute resolution and timely claims procedure must be established from the outset.
Operational Continuity: A practical and robust mechanism must be in place to avoid any disruptions at petrol stations, particularly rural and mini stations that may face infrastructure or connectivity challenges.
Merchant Discount Rate (MDR): Measures must be taken to mitigate the impact of MDR on dealers, particularly for transactions involving subsidized RON95, to prevent further financial burden on station operators.
New RON95 Commission: It is vital that the revised commission structure for RON95 is implemented concurrently with the targeted subsidy rollout. Any delay will have a direct negative impact on station profitability and cash flow, jeopardizing the sustainability of the nationwide fuel retail network.

Makluman Penting: PDAM Berjaya Mendapatkan Mesyuarat dengan Pengurusan Tertinggi MOF Berkaitan Subsidi Bersasar RON95
Para Pengusaha Stesen Minyak Seluruh Malaysia,
Sukacita dimaklumkan bahawa PDAM, bersama wakil dari PESAMP, telah berjaya mendapatkan sesi perbincangan rasmi bersama pihak pengurusan tertinggi Kementerian Kewangan (MOF) berhubung pelaksanaan subsidi bersasar bagi petrol RON95 yang dijangka bermula pada separuh kedua tahun 2025.
Pertemuan ini amat penting bagi memastikan suara pengusaha stesen minyak diambil kira sebelum pelaksanaan dasar dimuktamadkan. Perbincangan ini turut difasilitasi oleh PETRONAS Dagangan Berhad (PDB) yang menyokong isu-isu yang dibangkitkan serta peranan PDAM sebagai pemegang taruh utama dalam perkara ini.
Antara isu utama yang akan dibawa ke perhatian MOF:
Suntikan Modal – Harga pembelian yang lebih tinggi akan memerlukan pengusaha menanggung kos awal yang besar, sedangkan jualan tetap pada harga subsidi (sekitar 85% pelanggan dijangka layak subsidi).
Mekanisme Bayaran Balik – Kebimbangan terhadap kelewatan bayaran balik jika ia tidak dikendalikan oleh syarikat minyak, tetapi pihak ketiga yang tidak mempunyai kepentingan langsung terhadap kesinambungan rantaian bekalan minyak runcit.
Proses Rekonsiliasi – PDAM ingin terlibat secara langsung dalam pembangunan portal tuntutan untuk memastikan ketelusan, ketepatan dan garis panduan yang jelas bagi SOP pertikaian serta proses tuntutan subsidi yang efisien.
Kelangsungan Operasi – Perlu ada mekanisme yang tidak mengganggu operasi stesen, khususnya bagi stesen luar bandar atau mini yang mempunyai isu infrastruktur atau rangkaian.
Kadar Diskaun Pedagang (MDR) – Kesan MDR terhadap transaksi pembelian subsidi perlu diminimumkan supaya tidak membebankan pengusaha.
Komisen Baharu RON95 – Komisen baharu mesti dilaksanakan serentak dengan pelaksanaan subsidi bersasar, kerana kelewatan akan menjejaskan aliran tunai dan kelangsungan rangkaian runcit.
