DEFER IMPLEMENTATION OF RON95 SUBSIDY RATIONALIZATION UNTIL CRITICAL ISSUES ARE RESOLVED

The Petroleum Dealers Association of Malaysia (PDAM), representing operators of over 4,000 petrol stations nationwide, calls on the Government to defer the implementation of the RON95 Subsidy Rationalization until two critical issues, which directly affect the sustainability of the industry, are fully addressed.
Two Unresolved Critical Issues
As previously conveyed to the Government, PDAM urges that RON95 Subsidy Rationalization should not be implemented until the following two core issues are resolved:
APM Margin (Automatic Pricing Mechanism): The fixed dealer margin, unchanged since 2019, no longer reflects current operating costs. Without a margin revision, small and medium-volume station operators will face losses from the very first day of the RON95 Subsidy Rationalization implementation.
Merchant Discount Rate (MDR): MDR charges are calculated as a percentage of the sale price, while dealers' commissions are based on litres sold. As pump prices increase under RON95 Subsidy Rationalization, MDR rises accordingly, but dealer commissions remain static—resulting in further erosion of margins.
Widespread Industry Support
A nationwide petition initiated by PDAM garnered over 2,300 verified signatures, representing:
More than 60% of petrol stations in Malaysia
More than 70% of major branded stations (Petronas, Shell, Petron, Caltex and BHPetrol)
For the first time, local brands such as Five Petroleum, BuraqOil, and SmartStream also participated.
This represents the highest level of support in PDAM’s history and is clear evidence that these concerns are widely shared, cutting across brands and station categories.
Request for Meeting with the Honourable Prime Minister
PDAM has submitted multiple requests to meet with the Honourable Prime Minister in his capacity as Finance Minister I over the past two years but has yet to be granted an audience. We believe that only through direct leadership from YAB Dato’ Seri can a sustainable and balanced resolution be achieved—one that ensures the continuity of local dealer operations and the security of fuel supply to the public.
In Reference to the Media Statement Published on 1 June 2025 by FMT
PDAM, representing over 4,000 petrol stations nationwide, refers to the statement issued on 1 June 2025 by an organisation claiming to represent Bumiputera fuel retailers.
For public clarity, PDAM is the sole association that has been actively and consistently involved in official engagement sessions with the Ministry of Domestic Trade and Cost of Living (KPDN) and the Ministry of Finance (MOF) concerning the implementation of RON95 Subsidy Rationalization.
PDAM has been formally recognised by the Government as the main representative body for petrol station operators across Malaysia. The claim that there has been no consultation with station operators is inaccurate and misleading to the public.
PDAM serves as an umbrella association representing the following petroleum dealer associations nationwide:
1. Petronas Petroleum Dealers Association of Malaysia (PESAMP)
2. Petron Petroleum Dealers Association of Malaysia (PEDAM)
3. Shell Petroleum Dealers Association of Malaysia (SPDAM)
4. BHPetrol Dealers Association of Malaysia (BHPDAM)
5. Caltex Petroleum Dealers Association (CPDA)
6. Perak Petroleum Dealers Association (PPDA)
7. Sabah Shell Petroleum Dealers Association (SSPDA)
8. Sarawak Petroleum Product Agent Association (SPPAA)
As the only association that has represented the industry for over 40 years, we remain guided by the principles of collaboration and transparency. PDAM is open to working with any party that genuinely seeks to advance the interests of the industry based on facts and responsible engagement—without misrepresenting public perception or politicising sensitive issues.
We urge all stakeholders to put aside differences and unite behind a common objective—to support a fair and sustainable targeted subsidy system without neglecting the economic realities faced at the operational level.

PENANGGUHAN PELAKSANAAN RASIONALISASI SUBSIDI RON95 SEHINGGA ISU KRITIKAL DISELESAIKAN

Petroleum Dealers Association of Malaysia (PDAM), yang mewakili pengusaha kepada lebih 4,000 stesen minyak di seluruh negara, memohon agar kerajaan menangguhkan pelaksanaan Sistem Kawalan Petrol Subsidi (SKPS) sehingga dua isu kritikal yang memberi kesan langsung kepada kelangsungan industri diselesaikan sepenuhnya.
Dua Isu Kritikal Masih Belum Diselesaikan
Seperti yang telah kami maklumkan kepada kerajaan, PDAM memohon agar pelaksanaan SKPS ditangguhkan sehingga dua isu utama yang memberi kesan langsung kepada kelangsungan pengusaha stesen minyak diselesaikan:
Margin APM (Automatic Pricing Mechanism): Margin tetap sejak 2019 tidak mencerminkan kos semasa. Tanpa semakan margin, pengusaha kecil dan sederhana akan mengalami kerugian dari hari pertama pelaksanaan SKPS.
Isu MDR (Merchant Discount Rate): Caj MDR berdasarkan nilai jualan, manakala komisen pengusaha berdasarkan liter. Peningkatan harga pam akan meningkatkan MDR, tetapi tidak meningkatkan komisen – menghakis margin pengusaha.
Sokongan Menyeluruh Industri
Petisyen industri yang dijalankan oleh PDAM telah memperoleh lebih 2,300 tandatangan, mewakili:
Lebih 60% stesen minyak di Malaysia
Lebih 70% stesen jenama Utama
Buat pertama kali, turut disertai oleh pengusaha jenama tempatan seperti Five Petroleum, BuraqOil dan SmartStream.
Ini merupakan rekod sokongan tertinggi dalam sejarah PDAM dan bukti kukuh bahawa kebimbangan ini adalah menyeluruh dan merentas jenama serta kategori stesen.
Rayuan Untuk Bertemu YAB Perdana Menteri
PDAM telah beberapa kali memohon untuk menghadap YAB Perdana Menteri selaku Menteri Kewangan I sejak dua tahun lalu namun belum diberi peluang. Kami percaya bahawa penyelesaian konkrit hanya boleh dicapai melalui kepimpinan langsung YAB Dato’ Seri agar kelangsungan industri pengusaha tempatan dan bekalan bahan api kepada rakyat tidak terjejas.
Merujuk Kenyataan Media pada 1 Jun 2025 di FMTi
Petroleum Dealers Association of Malaysia (PDAM), mewakili lebih 4,100 stesen minyak di seluruh negara, ingin merujuk kepada kenyataan media bertarikh 1 Jun 2025 yang dikeluarkan oleh satu pertubuhan yang mendakwa mewakili pengusaha Bumiputera industri runcit petroleum.
Untuk makluman semua pihak dan orang ramai, PDAM ialah satu-satunya persatuan yang telah terlibat secara langsung dan konsisten dalam beberapa siri sesi libat urus rasmi bersama Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN) serta Kementerian Kewangan (MOF) berkaitan pelaksanaan Subsidi Rasionalisasi RON95.
PDAM telah diberi mandat sebagai badan yang diiktiraf secara rasmi oleh pihak kerajaan sebagai suara utama mewakili pengusaha stesen minyak seluruh negara. Dakwaan bahawa tiada sesi libat urus bersama pengusaha stesen minyak adalah tidak benar dan mengelirukan orang awam.
PDAM bertindak sebagai persatuan payung yang mewakili persatuan pengusaha stesen minyak berikut di seluruh negara:

Sebagai satu-satunya persatuan yang telah mewakili industri selama lebih 40 tahun, kami tetap berpegang kepada prinsip kerjasama dan keterbukaan. PDAM bersedia untuk bekerjasama dengan mana-mana pihak yang benar-benar ingin memperjuangkan kepentingan industri ini secara menyeluruh dan berfakta, tanpa mengelirukan orang ramai atau mempolitikkan isu yang sensitif.
Kami berharap semua pihak dapat mengenepikan perbezaan dan bersatu atas matlamat yang sama – menyokong pelaksanaan subsidi bersasar yang adil dan mampan tanpa mengabaikan realiti ekonomi di peringkat operasi.
